Apply Job ID R000002966 Date posted 12/28/2020Chevron is accepting online applications for the position of State Government Affairs Representative – East Region (11 states) located in New Orleans, LA through December 29 at 11:59 p.m. (Central Time).
In consultation with the State Government Affairs East Manager, the position will develop, manage and execute government relation and advocacy strategies directed toward local, state and federal policymakers in the 11-state region, with an emphasis on Louisiana. Broadly, the position will work to burnish Chevron's industry-leading reputation and mitigate legislative, regulatory and political risks facing its five businesses in the region.
Responsibilities for this position may include but are not limited to:
• Develop and maintain credible, influential relationships with key government officials and staff, Chevron's contract lobbyists and other industry lobbyists, representatives of other businesses, business/industry trade associations, and NGO's.
• Participate in planning and executing direct, industry and coalition sponsored advocacy efforts that align with the company's positions, priorities and interests.
• Coordinate, develop and execute direct / indirect lobbying and advocacy strategies to produce desired outcomes on legislative and regulatory proposals and issues impacting Chevron's operations.
• Collaborate with Chevron Gulf of Mexico Legislative & Regulatory Analyst team, corporate affairs issue management team and the business units to ensure timely development of company policies, positions and advocacy messages on legislative and regulatory proposals and public policy issues that have potential significant impacts to the company.
• Collaborate with State Government Affairs East Manager, Litigation Advocacy Team and Senior Legal Counsel to ensure timely development and execution of legislative strategy and advocacy plan to address legacy wetlands litigation and coastal issues in Louisiana.
• Develop, manage and execute political contributions and strategies for assigned states to support advocacy goals.
• Collaborate with corporate Political Programs staff to ensure training in, and compliance with, all applicable laws regarding lobbying, political contributions, political gifts, etc.
• Employ Chevron Stakeholder and Issue Management processes and tools.
Required Qualifications:
• Demonstrated experience in government relations/advocacy/litigation strategy: Minimum 7-10 years related work experience in managing complex government & public affairs and legal issues, such as state legislation, regulations, environmental, tax and litigation.
• Demonstrated work experience in -- and extensive knowledge of -- the oil & gas industry issues, including Wetlands litigation legacy issues.
• Experience in communications: Demonstrated skills in verbal and written communications, particularly the ability to effectively communicate complex issues in a clear and concise manner.
• Leadership skills: Demonstrated ability to successfully lead team projects and to work collaboratively with diverse groups.
• Education: Bachelors’ degree (Political Science or Law degree preferred)
• Location: Successful candidate will be required to work from New Orleans, Louisiana.
Preferred Qualifications:
• Demonstrated knowledge of Louisiana legislative, coastal and environmental issues.
• Established working relationships with key state government and agency officials
• Demonstrated experience in managing political contributions, lobbying and issues management.
• Extensive contact network
Selection Criteria:
1. Government Relations: Minimum 7 years' work experience in issue management, developing and executing government affairs strategies and advocacy plans in the state legislative/regulatory arena; includes strong strategic thinking/planning capabilities.
2. Communication: Strong verbal and written communication skills, particularly the ability to communicate complex issues in a clear and concise manner to diverse audiences internally and externally; experience communicating with leadership and executive level desired.
3. Leadership: Demonstrated ability to successfully develop and lead multi-functional team (internal and external), work collaboratively with diverse groups and consistently exhibited We Lead/Chevron Way behaviors in practice.
4. People Skills: Experience building and executing stakeholder engagement strategies; demonstrated experience in developing and maintaining a network of relationships with business/industry associations, state leadership and legislators, regulators, NGO's, industry/business partners to advance the company's interest and reputation as a partner of choice and leader.
